Old Reynella former winery site - Development Plan Amendment

Background

We are proposing to change the zoning to parts of the Old Reynella former winery site, historically known as the Hardy’s Winery site and more recently the headquarters for Accolade Wines Australia.

The current owners of the site, Tarac Properties Pty Ltd (Tarac), approached council in 2016 to undertake an Externally Funded Development Plan Amendment (DPA) to rezone the site to allow for a wider range of activities than currently occur.

The single ownership of such a large and important site provides a significant opportunity to rezone the site to enable considered and coordinated redevelopment of the land.

The rezoning will encourage the following outcomes:

  • master planning a diversity of housing types
  • protecting and re-using the heritage of the site (including improving public accessibility)
  • preserving areas of the site as green space and making that green space publicly accessible
  • a wide range of employment generating activities

These changes can only occur through a Development Plan Amendment (DPA) process, as set out in the Development Act 1993. The state government has a Guide to Development Plan Amendments to help you understand the process.

As part of the process, we sought feedback from the community on the proposed DPA. This consultation closed on 29 October 2019.

The Public Meeting is scheduled at 7pm Tues 5 November 2019, at the City of Onkaparinga, Ramsay Place, Noarlunga Centre.

Any interested person will have the opportunity to make a verbal submission at the Public Meeting. This Public Meeting will occur during the Council’s Strategic Directions Committee meeting.

Following this Public Meeting, we will consider all written and verbal submissions in finalising the Old Reynella former winery site DPA and respond to the submissions in detail in the Summary of Consultation and Proposed Amendments (SCPA) Report.

The finalised DPA and SCPA report along with all submissions will then be presented to Council for endorsement at SDC on 3 December 2019.

Should Council endorse the Old Reynella former winery site DPA, it will then be forwarded to the Minister for Planning for his agreement, gazettal and subsequent consolidation into the Onkaparinga Development Plan.
