I have had another look at the plan and am a bit disappointed with the lack of play equipment for toddlers, my two grandchildren wouldn't be able to use the ropes to walk to the slippery dip. (which also looks like a nightmare waiting to happen!) or anything else that they could play with. There is just nothing that will appeal to them or is in their age group. (the play ground at Port Noarlunga is great and perhaps you could get some ideas from that one!! unfortunately at this stage we might not be able to use this and is a waste of my council rate monies!!
