Long-term lease approved by Council

At its meeting on 16 September 2025, Council considered the proposal to grant a long-term lease to TPG Telcom Limited for the construction of a Telecommunication Tower on a portion of Council-land at Allotment 5000 Commercial Road, Seaford Rise.

Council approved granting a 20-year lease to TPG Telecom Limited (TPG). A motion to not proceed was lost and a motion to proceed with the lease was eventually carried with divisions called for both.

Following the signing of a lease, the construction of the tower will be subject to all relevant approvals including Development Approval.

Report being presented to 16 September Council meeting

During engagement we heard from 164 residents via the Your Say survey and 15 residents via email or letter. A petition was also received during the engagement period. Overall, 20 Your Say survey participants were in support of the proposal, 156 were not in support and 3 participants either had nothing to say or were unsure / mixed.

Background

To improve mobile phone coverage and high-speed wireless internet in the area, TPG Telecom Limited (TPG) has approached Council with a proposal to lease approximately 80 square metres of land located at the corner of Dalkeith Road and Commercial Road, Seaford Rise, for a period of 20 years. An aerial view of the proposed site can be found below.

As part of a national technology upgrade, TPG is expanding its telecommunications network to enhance connectivity. The Seaford Rise site has been identified as a suitable location for the installation of mobile antennas and an equipment shelter. If approved, the facility would improve mobile reception and access to high-speed wireless internet services for the local community.

TPG is seeking the lease to construct, operate and maintain a 30-metre-high telecommunications tower and associated infrastructure on the site.
