Project outcomes
During the engagement, a total of 105 people had their say via the online survey, over the phone and via email.
Of the 105 participants who provided feedback, 11 objections were received regarding the Flagstaff Hill Community Centre proposal. Happy Valley Sports Park did not receive any objections.
At its meeting on 20 May 2025 Council considered the engagement feedback report and approved the granting of a long-term lease of up to 15-years for Flagstaff Community Centre. Happy Valley Sports Park was issued with an executable lease on 23 April 2025.
Following further negotiation, both clubs executed their respective lease agreements on 1 July 2025.
Each lease provides for an initial 5-year term, with two further 5-year renewal options, totaling a 15-year lease term for each club.
Background information
Happy Valley Sports Park Incorporated and Flagstaff Community Centre Incorporated have both requested long term lease agreements (exceeding 5 years).
Council is proposing to offer each association a lease agreement of up to 15 years, structured as three consecutive 5-year terms.
As required under Section 202 of the Local Government Act 1999, we are now undertaking community engagement on these proposals.

Happy Valley Sports Park, located at Taylors Road West, Aberfoyle Park has been a cornerstone of the community for decades, serving residents since at least the early 1980s. As a comprehensive sporting facility, it supports a wide range of athletic and recreational activities, is home to nine clubs and organisations, collectively boasting approximately 1,300 members.
In recent years, the park has undergone significant upgrades, including the addition of new and improved change rooms in July 2023. This project was made possible through a State Government grant, with additional funding secured by Council from a Commonwealth Government program
Flagstaff Hill Community Centre has occupied the premises at Coromandel Street, Flagstaff Hill, for several decades.
Over the years, the centre has undergone significant upgrades, supported by State and Commonweath Government grants and Council contributions.
