Accommodating for population growth

There has been some recent infill activity with some allotments smaller than the minimum residential allotment size of 325sqm in some areas, but generally there is no ‘planned’ approach for where and how best to supply a choice of housing types. It is considered that the current situation will continue a ‘salt and pepper’ approach to infill, does not lead to housing diversity, and limits affordability and opportunities for smaller households and ageing in place. Rather than having the standard minimum size of 325sqm across the entire zone, we reviewed the policy settings to provide for some diversity of housing and accommodate future growth. The proposed policy will result in fewer dwellings than the current policy settings permit and direct development to occur in more targeted locations.

Technical and Numeric Variations (TNVs) are proposed to vary the minimum size of a residential allotment. The new allotment sizes would translate to:

  • smallest TNV of 275sqm (and maximum one level) but only for group dwellings and residential flat buildings
  • largest TNV of 500sqm to be located at the edges of the township that allows for retention of larger allotments and to respond to interface with surrounding rural areas
  • maintain a TNV of 325sqm in the balance of township to continue to provide for some housing diversity (noting most allotments are currently larger than this)

in addition, a TNV for an increase from standard 9 metre frontage width to a 10 metre frontage width to better manage streetscape impacts, driveways and garaging
