We’re committed to maintaining, operating, and renewing our roads to ensure they meet the community’s needs, as outlined in the Road Network Plan. Regular works, including our Road Reconstruction Program, is vital to keeping our road network safe and reliable.

We are planning to reconstruct Norman Road, Aldinga Beach to address significant pavement and seal defects, including shape deformation, potholes and edge breaks. These works are required to address pavement failure, preventing further deterioration of the pavement layers and ensure the road remains fit for purpose.

This project will involve a full granular road reconstruction to improve road conditions, quality, and longevity. Additionally, the road will be widened to enhance safety, guard rail terminal ends will be upgraded, and two formalised bus pads will be installed at Stop 130.

We are also working in collaboration with SA Water to incorporate the replacement of the SA Water main along this section of Norman Road. Due to the comprehensive nature of the reconstruction and the SA Water works, this project will be delivered in two stages over consecutive financial years, subject to the 2026-27 budget approval process.

SA Water have confirmed that the water main replacement project will commence after the Tour Down Under in early 2026 and will be completed before the end of the 2025-26 financial year. To avoid clashing with SA Water and the winter months, reconstruction works will be deferred to 2026-27 and combined as one project consisting of;

  • Reconstruction of approximately 1.5km from the culvert west of property number 145 through to the new Main South Road seal.
  • Shoulder sealing of approximately 400m from Acacia Terrace to the culvert west of property number 145 to provide a consistent, safe road width from Main South Road to Aldinga.

Key works include:

  • Reconstructing the road surface to a width of 9.5 metres, including 1.5-metre sealed shoulders and 3.25-metre traffic lanes.
  • Replacing four guard rail terminal ends.
  • Upgrading two bus stops at Stop 130 with formalised bus pads.
  • New guard railing over the culvert just west of property number 145.
  • Sealing of the shoulders from property number 145 through to Acacia Terrace

During construction some temporary traffic restrictions will be necessary, traffic management plans will be in place to minimise inconvenience whilst still allowing property access.
