Building on the success of the temporary pop-up activation in this location last year, council is considering making this site an ongoing summer activation location as part of the ENCORE Summer Activation Program.

The City of Onkaparinga boasts some of South Australia’s most spectacular coastal scenery, providing an ideal setting for tourism, events and activation activities.

Activations are temporary, short term commercial activities that run over multiple days or weeks (they are not one-off events).

Activations are carefully matched to sites to ensure they enhance the space and suit the local context.

If the proposal proceeds, council will run an expression of interest process to invite businesses, organisations, or operators to submit creative ideas for activating the site during summer 2025/26 and beyond.

ENCORE is the City of Onkaparinga’s activation program designed to bring life, vibrancy, and economic benefit to our public spaces through temporary, short-term commercial activities.

These activities typically run over multiple days or weeks and transform spaces into unique destinations that offer memorable experiences for locals and visitors.

  • End of Norman Road Aldinga
  • O’Sullivan’s Beach Boat Ramp
  • Nashwauk Reserve Moana
  • Willunga Town Square
Final locations will depend on the proposals received and assessed through the Expression of Interest (EOI) process.

Foreshore & Coastal

Outdoor licenced bars and dining experiences capitalising on coastal locations.

Villages & After Dark

Live music, eat streets and beats, food and beverages, entertainment after dark, seasonal activities.

Adventure & Recreation

Flyboarding, jet ski tours/ hire, boat charters, kayaking, snorkelling, eco tours, wellness experiences, sky diving, hot air ballooning, e-bikes

Lifestyle and Culture

Arts, markets, music, dance, technology, culture and heritage.

Yes. Council uses its engagement framework to shape consultation:

  • For established sites, we inform the community through onsite signage, letterbox notifications to nearby residents and businesses, and promotion via the ENCORE webpage and other channels.
  • For new or trial sites, we undertake consultation to outline potential activations, gather feedback, and consider community views before final decisions are made. Engagement outcomes help inform the conditions and requirements of any approved activations.

An Expression of Interest (EOI) process is used to invite proposals from interested businesses, incorporated associations, or organisations.

The EOI ensures a fair and transparent process and allows council to test the market for creative and high-quality activations.

The EOI is open to commercial businesses and incorporated associations that can demonstrate local economic benefit, community connection, and alignment with the goals of the ENCORE activation program.

All proposals must provide:

  • Details of the concept, site plan, operating hours
  • Local benefits and use of local suppliers
  • Relevant experience and delivery capability
  • Marketing, risk management and waste management plans
  • Appropriate licences and approvals.

A council assessment panel evaluates proposals against weighted criteria, considers community feedback, and ensures suitability for the site. Ongoing monitoring and evaluation are part of the program to ensure continuous improvement.
