We recently sought feedback on two key aspects relating to the Port Noarlunga Driving Range:

  • the proposed lease of community land for more than five years, and
  • a proposed amendment to the Community Land Management Plan (CLMP) for a portion of the adjoining undeveloped reserve.

Throughout the engagement period, we received feedback via email, through the online survey tools and face to face, resulting in 433 contributions.

Of those contributions 362 were in support of the project, 46 were not in support, and the remaining 25 were unsure.

W.M. Hunt Park

The W.M. Hunt Park was formally named by Council some time prior to amalgamation. It is a former landfill site and subject of a Landfill Environmental Management Plan. The site is described as Allotment 2 FP 1062, contained in Certificate of Title Volume 5677 Folio 962. It lies within the Open Space Zone and is subject to multiple overlays under the South Australian Planning and Design Code, including those addressing environmental protection, flood hazard, and native vegetation conservation.

Development of the site is constrained by its Open Space Zone, particularly the provisions on building scale and floor area. Any proposed buildings must also be designed to minimise visual impact on adjoining open space. However, development of a driving range with a larger building footprint and multiple stories can be considered under the current zoning, subject to assessment against the relevant provisions of the South Australian Planning and Design Code and the approval requirements of the Planning, Development and Infrastructure Act 2016 (SA).

Proposed Management agreement

A long-term Management Agreement over the proposed site is being recommended for this agreement. The land will therefore be retained in the council’s ownership. At the end of the term the facility will remain in council ownership and the land may be re-let or repurposed subject to community needs and Council’s determination at the time.

Community engagement on the proposed alienation of the subject land through a long-term Management Agreement will be undertaken in accordance with Sections 200 and 202 of the Local Government Act 1999 (SA). Feedback received will be considered alongside submissions on the proposed CLMP amendment. No agreement has been entered into with Greenspace. This is subject to the outcomes of the engagement and subsequent agreement of commercial terms.

Development application

Should a management agreement be entered into, a development application will be subsequently lodged. Formal public notification of the development proposal will be undertaken as required by the Planning, Development and Infrastructure Act 2016. Adjoining neighbours will be notified of the proposed development during the Development Application process and have a further opportunity to comment at this time.

  • The outcomes of the Expression of Interest process (GreenSpace Management as the preferred partner).
  • The portion of land identified in the proposal.
  • Any legislative or regulatory requirements, including the need for a development application (DA) and associated future consultation.
