The City of Onkaparinga has identified an opportunity to transform the Port Noarlunga Driving Range into a modern, multi-sport recreation hub.

Through an Expression of Interest (EOI) process, GreenSpace Management was selected as the preferred party to partner with council to co-invest, redevelop, and operate the site under a proposed long-term development and management agreement.

The proposal seeks to deliver upgraded facilities while maintaining access for the community and ensuring the site remains financially sustainable and environmentally sensitive.

The existing driving range at W.M. Hunt Park has operated for approximately 30 years under a lease arrangement with council. The current operators have been in place since 1 October 2023, having been assigned the lease from the previous operator. The lease for the site expired on 30 June 2025 and was extended until 31 December 2025.

In late 2024, Council engaged an independent consultant (BRM Advisory) to undertake a Strategic Review of the Port Noarlunga Driving Range.

The Strategic Review found that, given the land’s constraints, a golf entertainment facility represents the highest and best use of the site. It highlighted the potential to upgrade the existing driving range and services to boost community use and benefits, attract private investment under a long-term Management Agreement, and add complementary features such as mini golf, simulators, and food and beverage offerings to improve financial viability and visitor experience. The review also identified opportunities to reorient the driving range to better utilise existing civil infrastructure and access. It recommended that an expression of interest (EOI) process from third parties to invest in and operate the site for the site be undertaken.

The EOI opened on 16 April 2025 allowing six weeks for submissions. It closed on 13 June 2025.

Council received several compelling proposals through this process, all indicating substantial investment and plans for long-term improvements that will enhance the driving range experience. An Evaluation and Probity Plan was developed to outline the assessment process and ensure integrity, consistency, and compliance with procurement policies and legislative requirements.

Following the panel's assessment in accordance with the plan, a preferred proponent was identified for direct negotiations.

Through these negotiations the proposal was further developed and a Development and Management Agreement drafted. An update on the negotiations was presented to Council at its meeting on 14 October 2025. Council approved budget for the project and commencement of community engagement.

GreenSpace Management has been identified as Council’s preferred partner to deliver an exciting proposal to revitalise the Port Noarlunga Driving Range.

If the lease and CLMP amendment are supported, GreenSpace would then lodge a development application for the proposed works. That process will include a separate public notification period, providing another opportunity for the community to have its say — particularly on matters such as design, lighting, noise, and opening hours.

We sought feedback on two key aspects relating to the Port Noarlunga Driving Range:

  • the proposed lease of community land for more than five years, and
  • a proposed amendment to the Community Land Management Plan (CLMP) for a portion of the adjoining undeveloped reserve.

We recognise that the driving range is a valued community asset. The proposal aims to enhance the existing facility, making it more inclusive, accessible, and enjoyable for current users and new visitors alike.
