Project outcomes
Thank you to everyone who provided feedback during the consultation period.
We received 576 responses through the online survey, whereby 84% told us that they support The SandBAR activation temporarily relocating for the summer of 2024/25.
Feedback we received supporting The SandBAR’s continuation and relocation included enhancing the sense of community and social vibrancy, as well as appreciating the economic and tourism benefits for the area.
There was some feedback regarding concerns about the activation, common themes included potential noise, accessibility and disruption impacts to community and businesses at the new location.
To address these concerns, we will be working with The SandBAR operator, as well as implementing site-specific permit conditions to proactively deliver a quality activation.
Some of these include reducing trading hours, implementing live music guidelines, ensuring public pathways and amenities remain usable and accessible for all community members and moving furnishings for Saturday morning Parkrun to allow two paths around the toilets. We are also delighted to advise the nearby café is very supportive of the activation and is looking forward to the opportunities the activation brings.
As part of our ongoing commitment to delivering quality activations, The SandBAR will send a notification letter to surrounding businesses and residents outlining the activation details and noise management plan seven days prior to the activation commencing.
Next steps
We will continue to work closely with The SandBAR operator to prepare for the upcoming summer season to deliver a safe and vibrant 2024/25 Encore Summer Activation Program.

Background information
Our city boasts some of South Australia’s most spectacular scenery and provides an ideal setting for place and business activations.
Activations are best described as temporary, short term commercial activities run over multiple days or a period of time.
Place and business activations temporarily transform public spaces to create diverse and vibrant destinations, offer unique experiences and stimulate economic benefit for the region.
The SandBAR is part of council's annual ENCORE Summer (Place and Business Activation) Program.
Due to the construction of the Witton Bluff Base Trail, the approved activation site for SandBAR, at the corner of Beach Road and The Esplanade Christies Beach, will be unavailable during the upcoming 2024/25 summer season.
In response to the closure, The SandBAR, has requested to relocate temporarily to a portion of land opposite 13 The Esplanade for the 2024/25 summer.
The SandBAR intends to return to the original site once the Witton Bluff Base Trail construction is completed.
About the SandBAR
The SandBAR is a licensed seasonal outdoor beachside pop-up owned by locals. It showcases a diverse selection of local foods, beverages, and live music performances, catering up to 200 guests.
Entry is FREE for the whole family throughout summer, with the exception of New Years Eve which is ticketed.
